For example, sustainable development is the environmental catchphrase of the 1990s, an idea that dominates international environmental policy and is being tackled in our domestic policy debate. It is an idea, moreover, that has now become institutionalized. The Earth Summit in Rio de Janeiro established the UN Commission on Sustainable Development to help ensure the implementation of the ambitious "Agenda 21" adopted at that conference.
It's been said that one can not underestimate the powerful relationship between environmental issues and the global economic/political system. Solutions to our environmental crisis stem from systematic changes to this system. In response to these current environmental issues, government is the key factor in effective policy making necessary environmental sustainability and economic development, in institutional capacity, in assuring that human rights, peace, etc are being maintained. Concrete example: Solid waste management implementation in Lapu-lapu/Cebu City. No collection of unsegregated waste. Imposing of fines for violators – scientist have revealed the problem and its effect on the community. Without this policy on waste segregation, individuals will never resort to this guideline voluntarily. It is very clear that all the good schemes for the welfare of the environment and society go hand-in-hand with good politics. Dire environmental condition is an indication of the failure in implementation.
Environmental issues cross national boundaries. For example, international law are adopted as part of the law of our country under the Constitution. A violation of the standards of a covenant or agreement can be said to be a violation of both international and Philippine law. Some of these covenants or agreements include the following: The Basel Convention on the Control of Trans-Boundary Movements of Hazardous Wastes and their Disposal which regulates the transport and disposal of hazardous and other wastes and seeks to make such transport a matter of public record; The Montreal Protocol requires parties to restrict production and consumption of controlled substances such as CFCs by placing a limit on the total calculated level of production; and the adoption of Kyoto Protocol – an attempt to solve the problems of global warming/ global climate change.
Poverty is not the main cause for ecological degradation. Human needs cannot be met simply by maintaining natural or man-made resources. Peace and liberty are also essential human needs. Poor people are mostly the organizers of the social –ecological movements. They safeguard these environmental systems which they extract their livelihood from. However, we can see that there is usually poor governance in most of the third-world countries, then market and institutional failure are two of the main cause of environmental degradation.
